Aside from the rate per minute, does Yahoo! Voice Phone Out charge (like "connection fee") everytime we call?

I saw one response (from Yahoo! Voice user) that they will get (from your credit) $1 for the first payment and $0 to $1 (maybe this is the rate/minute charge) everytime you make a call. They said that there is no "connection fee", but what is this $1 charge?
