WEBCAM / Skype--Hi There, if only one party in a skype video call has a webcam, can the other person still get?

the images or dose it have to be two way.. eg Mr A has a webcam and makes a Skype video call to Mr B who has no webcam. Will Mr B get a image on his screen. Thanks
