How do you sign up to receive harassing phone calls?

  And by you, you mean some person that has really annoyed you? You could start by randomly typing it on public message boards and yahoo/answers asking people to call it. But since it is technically illegal anywhere online can be traced back to you, just bare that in mind if it is someone elses number.
