How can I use yahoo messenger on my apple laptop to make PC calls to my husband's cell phone? to ?

I downloaded yahoo messenger on my apple laptop and I wanted to know I do I use the PC to moblie voice call feature so I can talk to my husband thru my laptop to his cell phone. Also, is there a fee to use the voice feature?
