Why doesn't Yahoo watch whats going on in Yahoo Chat?

I got on Yahoo Chat the other day with the instant messenger went to like every single chat room and what do you know. Every single person is a bot trying to get me to sign up for there webcam site and give them my money and a lot of these people are sending out worm viruses. Why can't Yahoo stop this, its probably been going on for years, I would think if YAHOO actually moderated these chat rooms this wouldn't keep going on like it is.

That has also been my question. Seems Yahoo has put the verification code, but that doesnt really help much, as there are still lots of bots in the chat rooms. There are though a few chat rooms that I know have real and active members.
