Webcam freezes every 30 seconds or so when on Windows Live Messenger 2009?

Hey i just bought a brand new HP desktop computer and downloaded windows live messenger 2009, because i dont like the new one i set up my webcam which is only a cheap one, called zipp and i installed it properly i think. but whenever on msn it freezes could this be cause of my internet or something? any help would be great
