Restore deleted contacts in contact list?

I sign into messenger through yahoo mail. Earlier today I deleted a contact by mistake and tried to restore it when all in a sudden yahoo messenger went down. I had clicked on "contacts" and chosen to restore a certain contact. When I finally was able to sign in again, the contact did not appear on my list. When I tried to restore it again, it did not appear under "deleted contacts" either. How can I get it back? Will the person will be notified and asked for permission?
