Why cant other people view my webcam?

every time i get on yahoo or windows live no one can view my webcam. they get a message saying you don't have permission to view webcam. i have tried every thing but nothing seems to be working. i am using windows vista and my webcam is a logitech quickcam chat. please help me out.

with new versions of Yahoo messenger. Here's how to start a webcam conversation: Click the Messenger menu and select My Webcam. Click the Actions menu and select Invite to View My Webcam. Select a contact from the list and click OK. Click the Actions menu and select View Webcam. Select a contact from the list and click OK. Click the Actions menu and select Call Computer.
