Why can't I send a SMS message to a cell phone from Yahoo messenger?

When ever I try to send a SMS Message to a cell phone I get this: Yahoo! Messenger cannot send SMS messages to this mobile number. Can anybody tell me why? I have messenger 9.0.0.2126
