How do I log into Yahoo messenger once I have downloaded it?

Yahoo messenger has been downloaded cannot log into it?

Yahoo messenger has been downlaoded onto my brothers computer (8.1) but when he logs in it tells me i am unable to and should try again later on. it works fine on my PC all firewalls and virus software are off and security is medium.there is no trojan viruses or any other "bugs" either that would effect it any one have any ideas on why it will not work, thanks
