Why cant i receive photos in windows messenger and yahoo messenger after reformat and clean installs?

Help! I have reformatted, installed a new operating system, turned of norton anti virus and windows firewall. I can send photos in the photosharing options of both yahoo messenger 8 and windows messenger 7 but not receive. I have called HP, Mivrosoft, Norton, and can not get an answer. All the exceptions have been set in the firewall ports enabled you name it. Yahoo won't return my email but said they had a "team" working on it...that was a year ago before I reformatted.

Sometimes changed or lost many things like this way if you reinstall
