Why doesnt 3 way talk on the phone work?

Hi, um i called my friend and then i pressed flash, waited for the dial tone, i dialed the number, then i pressed flash again and then nothing happened, i couldn't hear anything plz help sorry for the mistakes im typing fast cuz i g2g
