If you're under 18 years old, have not verified your address or are not the administrator of the computer you're using, you are not eligible, or verifiable enough to log into Chat. I'm offering you other reasons why this may be happening so you don't have to beat your head against the wall trying something that has nothing to do with your problem. Of course, my answer could also have nothing to do with what's going on, I'm simply offering alternatives.
