Why will the new yahoo toolbar 8.3 not install?

How safe is to install Yahoo Toolbar & Yahoo Messenger?

I using both Yahoo Toolbar & Yahoo Messenger for my Windows Explorer 7e. After using it a few months, Yahoo Toolbar acting weird and Adds-on that installed just making my IE7 getting more Spyware more than usual. Yahoo Messenger have to uninstall immediately after it acting weird by Signing In & Off like crazy without notice. How secured are these applications??? For Yahoo! Administrator out there.... please let me know!!

Be assured that even though Yahoo is having tech problems, it is not the tool bar doing this to you. You need to run Adware and spybot to get rid of what`s on your computer.
