Why doesn't my windows live messenger the new version work?

Every time I sign in, a message appears to me saying: (We can't sign you in to window live messenger. Signing in to windows live messenger failed because the service is temporarily unavailable. Please try again later). I tried later and it still doesn't work so i downloaded again and still didn't work. So what should I do?
