Why am i not able to join a room in yahoo messenger 9.0?

While using the 'Yahoo! Messenger', if I try to join a room it says "The request was refused". Why?

While using the 'Yahoo! Messenger', if I try to join a room (by clicking 'Messenger -> Yahoo! Chat -> Join a room' and selecting the desired room) or after clicking the 'Enter chat' button after a room is opened, it says "The request was refused". Why?
