1) Both parties have to have Yahoo Messenger version 10 to be able to use the video feature. 2) To initiate a video call just hit the webcam icon in the top left hand area. 3) If the other party has a lesser version you can still webcam and voicechat with them.-'Actions' > 'More Actions' > 'Invite to view my webcam'
