Answer:
if you know someone's ID, add him/her in your messenger contact list. if not, enter into chat rooms and gain some friends. to do that, on the messenger box, click Messenger > Yahoo! Chat > Join a Room : choose the category of the room you want to enter. follow instructions after, rock and roll inside the chat room but be nice also. you might be booted instead.
