Why cant we create a chat room on yahoo messenger?

when we sign on to yahoo messenger and try to go to create room it will not let us please try to help us create a chat room for people like us

Sorry, people were abusing the service and Yahoo! was unable to monitor the activity going on in the chat rooms. To create a custom chat room you will have to use a different service, or just use one of the pre-defined chat rooms.

You can create a conference for friends to chat in and then invite others. Otherwise you just have to join a chat room
