Can someone who doesn't have a Yahoo ID be a Yahoo group moderator?

the person I asked to be a moderator has only non-Yahoo email, no Yahoo ID, so I'm wondering if that is the reason she can't access the management/moderator part of the group. Does she have to create a Yahoo ID to be a moderator?
