It's an all members or no members choice you make - you cannot authorize only some members. Hope that helps!

Nope, you can allow only moderators certain options. You can restrict certain options to allow or not allow members, but not limit specific members. The closest to that would be to put all new, or specify specific members to moderated. Moderated means a moderator must approve their posting.
