Getting the people in the group to really participate?

How do I communicate with the group that doesn't participate? I made this group to be fun and informative, but not too many people participate. I make fun polls, encouraging emails, and a database for people to get to know each other, and only 5% (6 out of 30 total) that actually participate. Any advice?

That is a common problem to all group owners. It sounds like you are doing interesting things to motivate your members. Actually 6 out of 30 is a good average for participation when a group is young. Continue your good work and eventually some of the "lurkers" will post.
