Promoting a yahoo group: can I invite people I don't know?

Hi guys! I recently created a yahoo group on regular meetings about equality and social exclusion. I would like to know if I am allowed to look for potential members and inviting them. right on the invite page it states: "(Please use this feature responsibly and don't spam people you don't know. Invitation abuse can lead to inactivation of your account.)" if you invite people you don't know, and they report you, your group will be deleted for violating TOS

You can invite whoever you wish using the "Invite" feature on your group as long as you know their email address. You can also tell your friends and family about your group and ask them to join it.
