How can i know which number belongs to what state in Australia?

Because of my job and the project im taking care of, i have to contact a lot of companies in Australia from the construction field. I got a list from the Yellow pages from Aus. I am calling from Spain so i have to dial the 00 (61- which is the international area code for australia) but then all numbers has other area codes such as (02 - 03-07 -08).... Does this has anything to do with indentifying the "State" where im calling? How can i identify it? By the way, can anyone tell me what are your working hours in australia? is there any diference between some states? i started calling at 8am (local hour from spain) it was about 6pm at some areas in aus and 5pm and 4pm in other states, fortunately i reached some people but others were already closed.... ohh and one last thing... do you guys in australia has the type of number like: "1800... and 1 300...." i tryed to reach those i have in the list but no way to communicate... how should i dial it from outer aus? thanks for your answers!

07 - Queensland 02 - New South Wales and ACT 03 - Victoria and Tasmania 08 - South Australia Western Australia and Northern Territory Any number beginning with 04 is a mobile (cell) phone number Most businesses will be operating at least between the hours of 9.00am and 5.00pm, but we have 5 time zones at present: Queensland time is Spain +9 hours New South Wales, ACT, Victoria and Tasmania time is Spain +10 hours South Australia time is Spain +9½ hours Western Australia time is Spain +8 hours Northern Territory time is Spain +8½ hours 1 800 and 1 300 numbers can only be called from within Australia. The Yellow Pages (or perhaps the White Pages) should also list a 'normal' number
