How to get a UK Bank Account without a UK address?

I'm coming from California visiting England for a month and will be hiring a car The only thing holding me up is having a UK bank account which is required by the car club. I know HSBC is a Worldwide Bank and so is Citi Bank BUT it seems a UK address is required by HSBC and City bank takes weeks to open an account (I only have a week and a half before I leave) Any Suggestions?
