Is the FOODSAFE Certificate required for all food-related occupations in Alberta?

In Toronto, ON, there's a municipal by-law that requires the Food Handler's Certificate for workers in the food industries. Most employers even prefer this Certificate for dishwashers, fast food counter attendants, and workers in a food manufacturing plant. In Alberta do workers in these occupations also require either the FOODSAFE or Mini Food Safety Certificate? Would a Food Handler's Certificate from Toronto be valid for work in Alberta?
