If I hook up my livewell to a car battery and then hook the battery up to a battery charger will it constantly charge it?

It will constantly charge it but If you don't have a good battery charger that's capable of charging more amps than the live well uses eventually it will kill the battery and then burn up your charger. I don't think you would be well advised to use a "trickle charger" to do this. By using the battery charger you are just replacing the alternator with the charger. I think it will work rather well. just make sure the charger can supply sufficient amps.
