Help install PA speaker to car without a CB radio.?

I am installing a PA speaker to my 2009 Pontiac g6 and would like to know if there is anyway to install the speaker so that it runs off of power from a fuse, has a 3.5 mm jack, and does not connect to a CB radio. I want to be able to use the microphone on my phone without using a CB radio. The 3.5 mm will plug into my phone. Is this possible to do without a CB radio? Any help would be appreciated.

Answer:
Not possible as there is no way to amplify the signal from a microphone without something like a CB. The speaker will not be "active" and cannot accept a power input just an amplified sound signal.
