Does the Santa Ana Mexican consulate allow walk ins?

Why isn't there a Costco in Santa Ana, Oakland, Monterey, or Santa Barbara?

• Why isn't Costco in Santa Ana, Oakland, Monterey, or Santa Barbara? Is this an income thing? Is Costco for the middle class or upper middle class? I thought Costcos are usually found in job centers or urban centers. I think Oakland and Santa Ana and Santa Barbara are job centers and urban centers. Is the Costco nearby Santa Barbara only in Goleta because Goleta has a larger middle class? Is it not in Oakland and Santa Ana because they are too poor for Costco and not have enough middle class consumers? I don't get how Costcos are located. I know for malls they usually locate in parts of towns with high traffic volumes and in communities with the most amount of wealthy consumers. Wal-Marts tend to be in middle and lower-income communities. So whats up with Costcos?

  There's a Costco in Sand City, a mile from Monterey and immediately abutting Highway One. That's also where the Target, Ross, Marshalls, and big Borders are. I think this is purely a traffic issue. There's really no land available in Monterey adjacent to a Highway One exit. Plus, Sand City is more accessible than large sections of Monterey are.
