It is normally for people who are not U.S. Citizens yet but are legally allowed to live and work in this country. An example might be a person that asked for a got legal permission to come to the US and visit. They can travel and basically have a vacation here but are not allowed to get a job and work legally. Another type of work permit is for young people under a certain age. Some states require this. I would check with your states department of labor website. Search for rules regarding "child employment" and/or "student employment" . You find stuff about how old you have to be to work. There are usually only certain hours during the school and week and different ones on the weekend where you can legal be at work. Stuff like that.
