Where can I buy surgical tubing at a local store like Wal Mart, or Target?

I want to make a slingshot for water balloons, but I do not want to order some surgical tubing online just to make a launcher, so where can I buy some in local stores?

Actually,you can purchase the same tubing in the pet aisle at Walmart,it is used for fish tanks.
