Is there a hot topic store in the philippines?

Does Hot Topic ship to Australia and do you have to be a member to buy things from Hot Topic online store?

I live in Tasmania so there is no Hot Topic stores :( but I want to buy some things from the website, but I don't know if you can purchase things without being a member.
