What is the meaning of restful services?

I got a mail from yahoo mail services like this. I cant be able to understand the meaning. Please explain.?

it seems u have added a secret question to ur account, which is normally done during registration. where we answer a question which can be used to recover password, if we forget it. if u haven't done it, then some one has ur username and password and using it to his use.
