Where can I download the Yahoo toolbar with tabs?

I have tried and tried to download the yahoo toolbar with the option of making yahoo mail the default email?

I have tried to download the toolbar just so I can make yahoo email the default program. when I try to install I do Run like the instructions say and I have the option make yahoo default email. I get a message saying problem downloading. I then go to add remove and uninstall yahoo install manager and do it over again. Same message. I was able to download the toolbar with out yahoo mail default option checked. I have turned off my antivirus. I dont care about the toolbar. I just want to be alble to use yahoo as my default email program. Why is this so hard? Is there a way to make yahoo default email without downloading the yahoo toolbar? Im running windows 7
