Email time stamp how to change?

simply i want to have c.s.t. on my time stamp for incoming and out going mail. how do i achieve this? my location on my profile says cst. yet all incoming mail is stamped -7 or -5 hours etc. even from people in my own city.

email isnt based on senders or receives of emails. it's based on where the email provider service is located. yahoo is located on west coast and so on...
