How do I change to UTF-8?

Hi!I get my mails with bad encoding.So every bad caracters like &@ˇ~^˘~.Where can I change it to UTF8?Thanks

Answer:

if you are using IE7, click the button "page(P)"[an icon with a paper and pencil, i guess], then click "encode (G)", at the right side you can find "Unicode (UTF8)" click it also.
