With a special picture editing programm you can do that. For example "Corel Photo Paint"! I have this programm and I find it great to edit my pictures.

IF you have MSpaint. You could use that to color a sketch you made. Or you could sketch a picture and scan it. Then use the MSpaint to color over it. And if you have Photoshop that works even better. Any kind of picture edit will work.
