Max Avatar file change?

I just recently made my own website for an online game, for my guild..i am the admin, and im trying to fix it to where we can actually use avatars :/ I know how to get to it, Admin panel, configuration and then scroll down to Max avatar dimensions and max avatar file size. The dimensions lets me change it, to 60 x 60, 800 x 800, any numbers. But the max avatar file won't change, no matter what i set it to. It's currently set on 6144, and I guess its the default but it wont change, even when i change it and press submit. Can anyone tell me how to change it to make it bigger? An average avatar is like...24-27 KB x.x everytime i try to upload an avatar it tells me it cant be over 6 KB ._. help?
