How Can You Send Pictures From Your Computer (E-Mail) To Cell Phone?

I Have A Few Pictures On My Laptop That I Would Like On My Cell Phone To Send. Can Anyone Please Tell Me How To Do That? Also I Do Not Have Internet On My Phone (Where I Can Access The Web) But I Can Receive Pictures And Send Them. I'm Verizon Btw! Thanks! :)
