Are all HTML email image attachments seen in message by receipient? Are blocked ones due to browser settings?

Are all jpg email attachments in HTML email always seen in the message part of the email by the recepient? If not when are they not? Infrequently I find that the jpg images are blocked in the message and have to be tediously opened one by one in web emails like Yahoo or Windows Live Hotmail? How can this be avoided? This is not experienced in email client programs like Outlook Express or Windows Mail where unlike in web email all the security choices can be selected by the user. Or is the blocking of images in web email governed by the browser settings? If so how can this problem be solved in Internet Explorer?
