Why are pictures blocked on yahoo?

On yahoo mail, when i try to attach pictures it wont let me the function seemsto be blocked. how?

    many webmail sites will not allow attachment of potentially harmful files with certain extensions, ,jpg is among them because of the security hole in the jpeg standard, try changing the extension to.txt or .tif or zip the file and it might work, tell the recipient to change the extension back when they get it, some sites only allow a maximum file size of 4mb per attachment
