It pops up just for this 1 persons attachments or photos asking for my seriel # and name etc.etc. for Microsoft office very annoying. Is this fluke my PC. or is the culprit his Pc.???? Thanks

Answer:
I have never seen MS Office ask this question and I suspect that your person has a virus that is infecting the attachments and when opening is attempted the virus tries to collect info about you.

Need to be more specific; what is the exact error message, what kind of attachment, is Outlook generating the error or the OS, is the attachment encrypted, can you open it? If you can open it don't worry about it if you trust the person. Make it a great day!
