How to create an international association?

Please somebody help me!! how do i create an email association?

• i have read all similar questions and tried the answers but nothing works. i go to control panel >folder options> file types> advanced. but i dont know what to put it under or associate it with. how do you find out who created the mail. ive tried putting in all sorts of places but attachments still wont open. says create an associaton in folder options control panel. please can someone put it in english for me.

  Folder Options is the master list for the computer to know what program will open what type of file. Most of the time this list is edited automatically when you install a new program. Most programs will ONLY edit the folder options when you install them--they won't do it again later unless they have a nag screen that says something like "Outlook isn't your default mail program, do you want to make it the default?" One way to get the folder options back in there would be to reinstall OpenOffice, just one time. Since it's already on your machine it might ask you if you want to 'repair' your installation--this might work, not sure.
