Why cant i send a attachment to my e-mails?

for some reason my yahoo use to let me send attachments to my e-mail and it wont now, it just sets there

It seems to be the latest Yahoo glitch, anything attachment related seems to be very much pear shaped. Again nothing on the suggestion board but they have been notified.
