I have some pics on my email that i want to send to my cell phone which is cingular how would i go about it?

I am not sure what type of phone, but usually you will need some sort of USB connector. You can probably find one on ebay for relatively cheap money, and those usually come with some sort of software. After that it is pretty easy.
