How to upload new picture to Wikipedia page?

Why can I not upload a picture to my blog on my 360 page now? Nor can I attach a picture to any emails. Why?

• If I attach a picture to my blog on my 360 page, the page will display "Done" but it does not and my picture. If I attach a picture to my email, all that will ever display is loading attachment. But it never does attach the file.

You can send all types of files as attachments, including word processor or spreadsheet documents, audio files, image files (.bmp, .jpg., .gif, etc.), web pages saved as HTML files, and more. Once you've logged into your Yahoo! Mail account, begin composing a message and follow these steps to add an attachment: Click the "Attach Files" link located above the Compose window. Click the "Browse" button and select a file from your computer's hard drive. When you have selected a file, click the "Attach Files" button located towards the bottom of the page to attach it to your message. You will then see a file attachment confirmation page. You can remove an attachment, if needed, by clicking on the "Remove" link located to the right of the file name. Click on the "Done" button to attach the selected file(s) to your message. To add multiple attachments, repeat steps 2 and 3. Once the files are attached, you can address, compose, and send the message as you normally would. You must use version 4.x or greater of Internet Explorer or Netscape in order to send attachments. Of the different versions of IE, version 4.x seems to perform best at adding attachments.
