Why can't I download Firefox?

Why cant i download an important file from firefox ?

  • im trying to download a form for my court date using firefox when i click to download it pops up saying you have chosen to open this file, what should firefox do with this file when i click open it wants to know what program i want to use to open it like word pad it doesnt work so what program do i pick so i can open this file ?
