Does moneybookers and alertpay limits accounts like paypal does?

I am a new user for escrow services, I would like to know if moneybookers and alertpay limits our accouts like paypal does even if our accouts are verified? I had trouble with paypal and ebay for the first time i using paypal, i had a verify paypal account but when my buyer made a payments to my paypal $1820.00 USD . automatically paypal limit my account and till now after sending all the documents i still cannot resolve my accounts. I would like to know if Moneybookers and alertpay does the same too? Please tell me your experiences for moneybookers and alertpay
