Answer:
Thanks for posting up the information on that scammer. Making a scammer's scam googlable on every scam-warner-anti-fraud-busting site you can find is a great way to slow that scammer down when a suspicious potential victim goes looking for information, finds your post containing the name the scammer is using, his email address, phone number and the emails themselves and then that potential victim does not become a scam victim because you took the time "get the word out". Thanks!! Wasting a scammer's time legally and safely is called "scambaiting". If you google that word, you will find sites where you can read scambaits, post up the emails and email addresses of scammers, post up a fake website, read up on how to alert a hosting company that they are hosting a fake website, ask questions and learn all about the hobby of scambaiting.

So far as anyone can tell, Yahoo has stopped even pretending to accept complaints about spam and other email abuse committed using Yahoo mail accounts. Yahoo USED TO have a page where you could report spam and other abuse coming from Yahoo mail accounts. The page was difficult to use (deliberately so, I believe) but if you were using good email software and you were familiar with the technical parts of email, you COULD send an abuse report to Yahoo. The abuse reporting page that Yahoo USED TO have is no longer available; Yahoo's (nearly useless) so-called "Help" pages have nothing at all about reporting abuse; and the few answers here that pointed to ways to report abuse are no longer correct. Many people used to question whether or not Yahoo actually did anything about abuse reports, but now the answer is clearly that Yahoo is no longer willing to even receive reports of abuse by its customers.

This is a known phishing scam attempting to get you to give them all your personal info. It's not from Yahoo, just delete it and ignore it. Good luck and be careful.
