HOW DO i OPEN MY BLOCKED ACCOUNT?

someone hacked into my account and sent out an email saying I was in Spain and needed them to send money to get me home. I reported it to Yahoo and changed my password. For security they locked my account. I cannot reopen it. Also my adress book has disappeared
